In Pennsylvania, candidates raised money up and down the ballot in hopes of convincing voters they were the right choices to serve a term in office. While numerous candidates were prolific fundraisers during 2020, a handful of candidates stand out as the top fundraisers in the state. Here is a look at the top ten candidates in the state by funds raised — some of whom were successfully elected and several who were not, despite their appearance on this list.

1. Josh Shapiro 

Josh Shapiro is Pennsylvania’s incumbent Attorney General. First elected in 2016, Shapiro won re-election in 2020 with 51 percent of the vote over his Republican challenger, Heather Heidelbaugh. According to campaign finance data, Shapiro raised $8,473,817 for his campaign during the 2020 cycle. His top contributor was the state’s Democratic Attorneys General Association, which contributed $740,000 to his campaign.

2. Tom Wolf

Governor Tom Wolf was not on the ballot in 2020, but his campaign fundraising activities still landed him on the top ten fundraisers list in the state. Wolf raised $4,898,710 for his campaign in 2020, with his top contributor being himself at $550,000 donated. Business executive Joseph Field followed just behind Wolf on his top contributors list, donating $500,500 to his campaign.

3. Pam Iovino

Former State Sen. Pam Iovino is the third top fundraiser in the state, raising $3,728,918 for her campaign. Iovino, who won a special election to serve in the State Senate in 2019, was defeated for re-election by Republican Devlin Robinson in November 2020 in her bid for re-election. Her top contributor was the Philadelphia Democratic Campaign Committee of Philadelphia, which contributed $570,607 to her campaign.

4. Heather Heidelbaugh 

Republican Heather Heidelbaugh was unsuccessful in her campaign to oust Attorney General Josh Shapiro in 2020, bringing in just over 46 percent of the vote. Heidelbaugh brought in $3,686,291 for her campaign, with the Commonwealth Leaders Fund being her top contributor at $1,182,647 in contributions.

5. George Scott 

Democrat George Scott ran for State Senate in District 15 in 2020, falling about three points short of ousting Republican incumbent John DiSanto. Scott raised $3,065,706 for his campaign. His top contributor was the Democratic State Senate Campaign Committee, which contributed $490,000 to his campaign.

6. John Kane 

Democrat John Kane is currently in his first term as a State Senator after defeating then-incumbent Thomas Killion in 2020 with 52 percent of the vote. Kane $2,922,278 for his campaign, with his top contributor, the PA Democratic Party, kicking in $302,791. Local 0690 Plumbers Union Pol Action Fund followed just behind on the list, contributing $300,000.

7. Deb Ciamacca 

Deb Ciamacca ran as the Democratic nominee for State Senate in District 9 last year, falling about two points short of unseating Republican incumbent Christopher Quinn. Cimacca brought in $2,901,862 for her campaign, with the Pennsylvania House Democratic Campaign Committee being her top contributor at $1,061,382 in contributions.

8. Thomas Killion 

Republican Thomas Killion unsuccessfully sought re-election to the State Senate in 2020, losing his bid for another term to Democratic challenger John Kane. Killion raised $2,712,406 for his campaign in 2020, with Build PA PAC being his top contributor with $719,000 in contributions.

9. Julie L Slomski 

Democrat Julie Slomski ran for election to the State Senate for District 49 in 2020, falling short of ousting Republican incumbent Daniel Laughlin with 40 percent of the vote. Slomski raised $2,283,305 for her campaign during the cycle, with the Democratic State Senate Campaign Committee being her top contributor with $350,000 in contributions. Gov. Tom Wolf followed just behind on her contributor list, donating $310,000 to her campaign.

10. Janet Diaz 

Democrat Janet Diaz sought election to the State Senate for District 13 in 2020, falling short of ousting Republican incumbent Scott Martin with 44 percent of the vote. Diaz raised $2,231,554 for her campaign, with the PA Democratic Party serving as her top contributor with $418,505 in contributions.
